This manual, co-authored by the American Postal Workers Union, the AFL-CIO and the United States Postal Service, provides a jointly agreed statement on how to apply the contract to the issues raised. Filling out all the documentation around a contract is a long process. For the 2018-2021 contract, the APWU and USPS had to first agree on the preparation of the written contract. This included accepting the finest details such as cover color, font, and using the shot to ensure that each “i” was dotted and “t” crossed. The JCIM is the manual that should be used by both parties when trying to resolve disputes, whether as part of the complaint procedure or before it is necessary to file a complaint. The JCIM deals with various contractual issues. Not all contractual issues are addressed; Rather, it is a set of agreed interpretations made over decades of collective bargaining.

Whether these interpretations were made by mere discussion and agreement, interpreted by a national arbitrator in arbitration, agreed in letters of intent or by dispute resolution procedures, the JCIM is the final word on the issues printed in the brochure for all levels of the complaint process. In the event of a dispute, the parties must first contact the JCIM to determine if the matter is resolved in the disputes. If this is the case, the parties are obliged to settle the dispute in accordance with this manual. If the parties use and consult the JCIM effectively, many disputes can be resolved early in the complaint/arbitration process. The 2020 update to the APWU/USPS Joint Contract Interpretation Manual (JCIM) is provided as a resource for managing the National Accord. This manual, co-authored by the American Postal Workers Union, the AFL-CIO and the United States Postal Service, provides a jointly agreed statement on how to apply the contract to the issues raised. Among the changes made to the 2020 version of the JCIM are the following: A particularly noteworthy change is the amendment of Article 16. Section 16 covers the procedure that the USPS must follow when it comes to disciplining an employee.

The postal service had taken a position in this area that when a PES was converted into career status, all previous disciplines followed it. Management cited disciplinary PSE that had been issued as “progressive” for layoffs that were subsequently granted to newly converted career employees. Across the country, stewards and local agents had argued that this discipline should not follow PSE until it turns into career status. Many of these cases were the subject of arbitration, in which the arbitrators decided that it was inappropriate to invoke this previous discipline. As judgments against them increased, the postal service agreed to give a wording in the JCIM that pse discipline would not follow new career employees. It doesn`t stop there. Subsequently, the Manual for the Interpretation of Joint Contracts (JCIM) was completed. Last December, the text of the JCIM was completed and printed.

I would like to thank all the national officials who contributed to the update of the new version. JCIM , Manual of Joint Interpretation of Contracts , Joint Manual.
