Filling out all the documentation around a contract is a long process. For the 2018-2021 contract, the APWU and USPS had to first agree on the preparation of the written contract. The JCIM is the manual that should be used by both parties when trying to resolve disputes, whether as part of the complaint procedure or before it is necessary to file a complaint. The postal service had taken a position in this area that when a PES was converted into career status, all previous disciplines followed it. Management cited disciplinary PSE that had been issued as “progressive” for layoffs that were subsequently granted to newly converted career employees. Across the country, stewards and local agents had argued that this discipline should not follow PSE until it turns into career status. Many of these cases were the subject of arbitration, in which the arbitrators decided that it was inappropriate to invoke this previous discipline. As judgments against them increased, the postal service agreed to give a wording in the JCIM that pse discipline would not follow new career employees. It doesn`t stop there. Subsequently, the Manual for the Interpretation of Joint Contracts (JCIM) was completed. Last December, the text of the JCIM was completed and printed.
